Impersonation scams are surging

Impersonation scams are surging, fueled by artificial intelligence (AI)-powered deception tactics, according to new data from the Identity Theft Resource Center (ITRC). Between the first quarter of 2024 and the first quarter of 2025, 9,038 identity-related crimes were reported. Of these, 52% involved the misuse of personal information and 35% involved data compromises.
Scammers most often impersonate businesses, reported in 51% of cases, followed by the impersonation of government agencies (32%) and financial institutions (21%). These scams often involved spoofed emails, fake websites and fraudulent customer service lines. Sensitive information most frequently stolen includes Social Security numbers (9%), driver’s license numbers (7%) and payment card details (4%).
Multiple incidents are also rising: 24% of victims reported more than one identityrelated event—up from 15% the year prior.
